Peace Corps Budget Victory

The House Committee on Appropriations has reported on their
Web site that the Foreign Operations Appropriations Bill agreed on by the House and Senate Conference Committee contains an appropriation of $325M for the Peace Corps for FY2004 - $30 million above FY03. Congratulations to the Peace Corps and thanks to every RPCV and Friend of the Peace Corps who wrote or called your Senators and Representatives to ask them to provide increased funding to the Peace Corps.

Now the Foreign Operations Appropriations Bill has been incorporated with six other spending bills into an Omnibus bill that is ex

pected to be approved by the House this week and by the Senate when it returns from recess on January 20. Once the omnibus bill has been voted on by both houses of Congress, it will be sent to the President for his signature, so barring
any unforeseen circumstances, the Peace Corps should receive a 9%
increase in its budget for FY2004.

Agreement with Mexico

The Peace Corps has signed an agreement with Mexico that will
lead to Peace Corps volunteers serving in that country for the first

time. Volunteers will work "in a sort of high-tech field, rather than" what is "commonly regarded as a traditional role for the Peace Corps," said Roger F. Noriega, assistant secretary of state for Western Hemisphere affairs, when he announced the program earlier this month.

It is no exaggeration to say that this is truly a historic occasion
in the history of the Peace Corps.
