Frank was a rural community development Peace Corps Volunteer, operating a Maryknoll Fathers' experimental farm near Puno, Peru. After Peace Corps service, he trained agriculture trainees headed for Peace Corps service in Central and South America. He also was a member of Peace Corps/Nicaragua's technical staff where he worked with the agricultural programs.

He has owned and/or managed agricultural businesses and was a financial planner and insurance salesman. As an outgrowth of a 2-month stint as a post-Katrina Crisis Corps volunteer in 2005, he worked for 6 months in Texas for the Small Business Administration, processing loans for disaster recipients. He is currently living in London, UK.

Franklin manages balloting for Amigos membership-wide Board elections. Franklin’s son is an RPCV (Dominican Republic).
